The European Union today faces significant challenges in its institutional architecture, which has become highly complex and difficult for its citizens to comprehend.
This complexity creates a sense of disconnection and distrust toward the EU, as many Europeans struggle to understand how decisions are made and who is accountable for them. The current system of governance, largely based on intergovernmentalism, is proving inadequate for addressing the pressing issues that Europe faces in an effective and transparent manner. This lack of transparency and efficiency has contributed to growing concerns over the EU’s legitimacy, with citizens often feeling alienated from the decision-making process.
To address these issues, we believe it is crucial to establish a new constitutional architecture for the European Union.
This framework should be designed to simplify the EU’s governance structures, ensuring they are more accessible to the public while simultaneously improving both legitimacy and accountability. By creating a more straightforward system of government, we can restore trust in the EU and ensure that its institutions are better equipped to handle the challenges of today’s world.
We advocate for the establishment of a Federal Union, a system built on clear separations of powers. This system would allocate powers vertically between the Union and its member states, ensuring that the division of competences is well defined.
Additionally, horizontal separation of powers between the EU’s institutions themselves would further safeguard democratic governance. We believe that only a system with clearly delineated responsibilities, supported by robust democratic processes, will be able to win the full support and trust of European citizens
