In order to move forward with deeper integration, we propose the creation of a constitution that clearly defines the powers and governance structure of the Federal Union. This constitution must be framed in clear and binding terms, ensuring that the roles and responsibilities of both the Union and its member states are well articulated.
Once drafted, the constitution will enter into force when a pre-defined number of the current European Union member states ratify it through a dedicated ratification process. This new Federal Union will remain open to any European country that shares its core values and principles.
Those countries that do not ratify the constitution will not be considered full members of the Federal Union. However, the Union will aim to maintain close associations with these nations, ensuring strong cooperation wherever possible. Importantly, member states of the Federal Union will not be allowed to obtain opt-outs or exceptions from the Union’s core regulations and policies. The Federal Union’s institutions will be empowered to enforce compliance among member states with the constitution’s principles and values. This enforcement will ensure that all member states uphold the standards and commitments that define the Federal Union, promoting unity and coherence within the Union.
