Federalists have long pushed for treaty reforms, organizing within the European Parliament since Altiero Spinelli formed the ‘Crocodile Club’ in 1980. Spinelli played a vital role in advocating for a federal Europe, from co-authoring the 1941 Ventotene Manifesto to his involvement in the Union of European Federalists and drafting the 1984 Draft Treaty on European Union. The present-day Spinelli Group is named in his honor.
